i changed the oil filter with no good results.

How low is it.. Do you have a gauge??? Is it only low at idle??? Did you use 20-50 oil?

did you change the oil with the filter?

you may need cam bearings and main bearing. If it is idling with low oil pressure.

being the engine was sludged , im thinking the screen on the oil pump is clogged, possible??

dump some marvel mystry oil in it the next oil change. that will help clean up the inside of the engine. trans fluid also works.

Whenever troubleshooting a problem K.I.S.S.... That stands for Keep It Simple Stupid. As was suggested you might want to use an engine flush with your next oil change. Check your pickup tube/screen by dropping the oil pan. Maybe replace the oil pump. Does the oil pressure rise when you rev the engine? How are you determining it is low? Idiot light? Factory electric needle gauge? Aftermarket mechanical gauge?
